Tiered Internet accounts are a plain fact of life in Australia.. The more you pay, the more you are allowed to download each month without being "throttled back" to dial up speeds..
eg - my ISP rate plan:
home 1 - $29.95  	ADSL2+ speeds  	500MB + 1GB  	$59.90
home 2 - $39.95 	ADSL2+ speeds 	2GB + 4GB 	$69.90
home 3 - $49.95 	ADSL2+ speeds 	7GB + 14GB 	$79.90
home 4 - $59.95 	ADSL2+ speeds 	10GB + 20GB 	$89.90
home 5 - $69.95 	ADSL2+ speeds 	20GB + 40GB 	$99.90
home 6 - $99.95 	ADSL2+ speeds 	40GB + 40GB 	$129.90
home 7 - $129.95 	ADSL2+ speeds 	60GB + 60GB 	$159.90
The 2 download figures are peak and off peak - peak is 12 midday till 2am off peak is 2am -  midday. I am on the home 4 plan, so I pay $89.90 per month (that includes the monthly line rental). This is why I blow gaskets when I am forced to download any thing I cant actual make use of, It is really surprising how fast the monthly quota fills up! 
Can't see it changing in Australia soon either, It has been this way since the 1st ISP's back in the 90's.  Our ISP's and phone companies do suck, it's true. I still wouldn't want to live any place else
