All I know is, som'n crashed, and the corp secured the area by force... Dropped 3 Juggernaughts and two dozen drop troops on the site...

Those are not tires but actualy "Rings"

The exact nature of these Rings is still unknown at this time, but it is believed they are used for extracting Notum dirrectly from the air, focusing and redirecting it to a focal point.
