I thought brittish police didn't carry guns. Granted its been probably close to 15 years since I've been there, but I don't think they carried guns then.

or maybe they just couldn't get buffs.

The article points up the fact that these police were armed, so it's probably a distinction. The Brits definitely have guns, after all. Probably just your average patrol officers don't.

Of course, maybe this is why they don't carry guns.

Or maybe they should have locked it up and interrogated it about its origins so the owner of this renegade, outlaw, threath to society and everyones safety sheep could have been punished too.
