I have to say that depends on which school you are attending. Some schools in Sweden are very strict when it comes to sexual harrasment. But we don't deny the youth to have feelings for eachother in public. After all, that is the way we function, if we really like someone we don't care if we show it in public or not even if we are not allowed too.
IMO there is quite a diffrence between harrasment and displaying feelings.
Harrasement, as I view it as, is when you go around calling people whores, bitches and other words with similar meaning. Touching "sacred" parts of the body without the other part's concent I also place under this category. In school they don't like to use the term "sexual harrasment" over here. They rather call it bullying, and that will eventually result in you beeing sent to a counseler and/or shrink at school to talk about it, as well as contacting your parents.
Wow... Here you could slap someone in the ass, say hiya gorgeous, and all she'd do was call you a jerk, and move on... But then... The females do it here too...

We all do it, and it's considered accepted to a certain degree. If a person says he/she doesn't like it though it most often stops right there
If a person does this once, maybe in extreme cases twice I wouldn't like to call sexual harrasment, merly a way to find out (although primitive and immature) if the other part has any interest what so ever in you.
Non the less, people are very rarely expelled from school, and even then we don't sue eachother. The only cases when someone is sued is the the school when they neglect to listen to pupils who believes they are bullied / sexually harrassed.
And I have to agree with ther rest about if you fear you might rape a person, you should really seek professional help. You are better off getting help now, than after a possible incident.
