I heard the Santa leets have had an overhaul this year. Evidently, a lot of people didn't like killing the little buggers last year (i did 
), so maybe those items have something to do with it (someone also said maybe giving the little guys cookies and milk or something like that)

So they are here now, and Santa Leets with the quest are found in pretty much every main city on Rubi-Ka and possibly even up in the SL.
