It's an issue with sound clipping, often during playlists many different songs are at different volumes, and it's a very difficult process to normalize a large directory of mp3's for even volume.

So in order to keep some songs from being too quiet to hear, we have to keep it at a volume that occasionally makes some songs too loud. The volume level clips at 0dB, and you get crunchy static.

When there's a live DJ on, we usually keep an eye on the dB levels to keep that from happening, but an unattended playlist will still do it now and again.

If you hear it always now it's most likely a setting on your system. One thing that can cause this is the use of Winamp Equalizer.

never use Winamp equalizer unless you can attend to it while your listening...

Off course I have this nice stable curve that seems to play everything fine ;)

hmm... zoomed again several times through winamp options but couldnt find nothing.
so i reinstalled winamp, and it s a lot better now.
seems like there is now just the little disturbence caused by ya volume correction and/or the stream quality, and thats a minor one just from time to time, better from song to song.

too bad i ll never find out what it was exactly.
