Generally its vicinity, at the party location. However, there is always gridbot, with which you can always send messages to the DJs.
for example, /tell gridbot say <your message here>
for messages you always have to preface your message with the word say, and you send the tell to gridbot. However, keep in mind, that while the dj IS going to see your comment, they can get very busy while on air live, so be patient if they seem to respond slowly.

Yeah and as a added comment to what tali just said ^^ even if were not very busy if your comment comes in right as were about to change song you usually won't get a response for about a minute. Simply because most microphones will pick up you typing.
