That's actually more than just a viable point, it's absolutely true, at least on a cultural scale. Japan has always been a very feminine/sexual oriented society, and with the advent of the television and digital entertainment institutions, it's become a staple of the entire country. The result of which is such a balance of addiction and desensitization that it's simply an accepted part of the culture now.
It's actually pretty fascinating, considering that it's not really a "good" or "bad" thing, any more than the US's own MPAA's desensitisation to violence and oversensitivity to sexual themes.
Anything that barrages the senses with particular forms of "extreme" entertainment, such as sex, violence, or even just bad language, evolves itself culturally to be an engrained truth of that society.
Japan simply "has" sexual themes, and while some of them look down upon it, it's just a part of living there and isn't really regarded as a malignant cultural influence.
On equal ground, America thrives on our love for violence and opposition to sexual themes, while still desensitizing ourselves to both due to global interaction.
But in the end, it's just boobs & butts. Label me desensitized, but I still like to look at 'em.
