One mistake he might have made is that he might have kept food in his tent. You should never keep food in your tent. Always keep it tied up in a bag or something in a tree. Less likely to have incidents such as this one. I'm glad to hear your brother is ok. That can be quite the scare.

my brother had no food or anything n his tent.. the tent next to him the two 14 year old boys had just came off of a week on the water.. the boys refused to run up a bear bag even after their scout master ordered them too. the bear was after the food in their tent and my brothers tent was the target. As for the two 14 year old boys they sat there laughing thought the whole ordeal thinking it was funny watching a 21 year old staff member getting attacked. Altho now my brother says he won't be sleeping out anymore this summer, but in his cabin.
my brother is a eagle scout and been to Philmont twice and worked in Ely now for three years. The boys did get in trouble, and my brother now is teaching a class in his spare time of how to Prevent a bear attack as well as how to survive one.

I don't care how old they are, I would have kicked their asses.
